Thanks for all your help. Issue solved. Is their no option what so ever to remove the "Close" option when a user right-clicks on an open application that is on the taskbar. We have set the GPO for disabling the context menu for the taskbar, but it still allows the user to close an application.
We are not setup in a "kiosk" environment as we still need our users to select an application or window that may be located on the taskbar. Even disabling the right click option all together for just the user "Agent" would be fine.
